I was there in1984 on a field trip from a scholarship from the Dutch government.The Dept Head for Housing oriented us on their housing programs, esp. slum upgrading, he talked in French, but later we found out he can talk fluentlyin english. We needed a translator.When we visited the upgraded slums (real nice job) the kids threw stones at us and the bus we used. The only time I got scare all my life. A guy from another country in Africa camped in front of my classmate from Brazil. Real scary. And also women are not allowed in the cafes, and must be escorted by a guy when going out at night.
