I watched the video you mentioned and I found it really odd. Maybe it's true that there are some pub owners who do not want foreigners coming into their pubs but I think it is largely because of language problem. I think they just don't want any troubles with people who cannnot speak Japanese. They didn't mean to be racist I guess.
