I bet if you asked the majority of anime fans what their favorite anime was, 9 times out of ten its going to be animes no longer than 25 episodes. Evangelion, FLCL, Gurren Lagaan, Code Geass, Cowboy Bebop, and Outlaw Star just to name a few. So ya, it usually is the shorter animes that are the best.
