It is not Arabic Language,the comentator is Turkish.I'm from this city which situate in the East of Algeria near the Tunisian Border.Me too I do not know what he is saying,but Iknow is Turkish,in Annaba we speak Arabic French and Nowadays English is rapidly spoken by most of the student.
